HSA Singapore makes the MD-01 premarket submission checklist mandatory under GN-15 Rev 15. From 1 January 2027, incomplete applications are returned without a deficiency request or fee refund.
Singapore Turns Dossier Completeness Into a Front-End Gate
On 1 October 2026, the Health Sciences Authority (HSA) of Singapore implemented Revision 15 of GN-15 Guidance on Medical Device Product Registration and issued the accompanying Premarket Submission Checklist for Medical Device Product Registration, MD-01 R1. Both documents carry an effective date of 1 October 2026.
The change is precisely located. In GN-15, the submission requirement tables for Class B devices and for Class C and Class D devices both list the checklist as required document item 1. The first page of the checklist adds a limitation: it does not apply to applications under the Immediate route.
The Checklist Is Not a New Requirement: It Sets Out Existing Ones
HSA was explicit at its industry briefing on 24 September 2026. The checklist consolidates requirements already contained in GN-15, GN-17 and GN-18 into a single document and does not introduce new regulatory requirements. It follows the section order of the SHARE system, from Section 1 to Section 13, corresponding in turn to letter of authorization, configuration list, evidence of approval by a reference agency, declarations, executive summary, Essential Principles checklist and declaration of conformity, device description, design verification and validation, clinical evaluation, labelling, risk management, manufacturing information, and Others.
The checklist itself must be uploaded to Section 13 (Others) of SHARE. This instruction appears in the question-and-answer document HSA released together with the briefing.
Nine Conditions That Will Be Judged Incomplete
The first page of the checklist lists nine conditions and notes that the list is not exhaustive.
- The checklist is not submitted.
- The checklist is submitted but only partially completed.
- Mandatory SHARE sections are left empty.
- The configuration list does not match the models and identifiers in SHARE.
- For implantable devices, no document mapping is submitted for the complete system, including accessories.
- Documents are filed in the wrong section, for example a sterilization report placed in the biocompatibility section.
- Documents are placed in Section 13 even though a dedicated section exists for them.
- Placeholder files indicating that a document will be supplied later, or blank files, are uploaded.
- Section 8 is left empty without a stated justification.
Section 8 covers design verification and validation. Where a requirement does not apply, the justification must be stated clearly in the checklist. The example given by HSA is a device that does not come into contact with patients and therefore has no biocompatibility data.
Three-Month Transition, Then No Further Flexibility
The period from 1 October to 31 December 2026 is a transition period. Where an application is found to be incomplete during this period, HSA notifies the applicant through a request for supplementary information, and the application continues in review.
The rules change on 1 January 2027. Incomplete applications will be returned directly. No request for supplementary information is issued, no exception is granted, and the application fee is not refunded; the applicant must submit a new, complete application. A system email notifies the applicant of the return, and the reviewer sets out the deficiencies at the same time.
A Revised Wording on Quality Management System Evidence
GN-15 Revision 15 marks as changed the footnote under the Class B and the Class C and Class D submission requirement tables: the certification body issuing the ISO 13485 certificate must be accredited by an accreditation body recognised by Global ACI, or must itself be a notified body under the EU MDR or IVDR. This provision takes effect together with the checklist.
What Needs to Change
For Chinese manufacturers, the implication goes beyond completing one additional form. The order in which submission documents are prepared, the naming of sections and the internal review checkpoints all need to be reorganised around the checklist. The checklist turns the question of which section a document belongs in into a hard condition. The past practice of relying on reviewer queries and gradually supplementing the file will not work from 2027.

Scope of verification and access date: the four official HSA documents above were reviewed for this article, comparing the submission requirement tables in Annex 6 and Annex 8 of GN-15 Revision 15 against the body and front page of the checklist, the incomplete submission items on the first page of the checklist, and the transition period and enforcement explanations in the briefing materials. Access date: 23 October 2026.
Applicability note: this article is an interpretation of publicly available regulatory information and does not constitute a conclusion or commitment regarding any specific product, company or registration application. The guidance and checklist are administrative documents and do not replace the Health Products Act or the Health Products (Medical Devices) Regulation 2010. Specific submission requirements are subject to the official HSA texts and to the actual validation performed in the SHARE system, and the information may change with subsequent official updates.
AIMEILI Regulatory Interpretation
The revision changes where the risk of rejection sits, not the technical evidence standard. HSA has moved completeness validation from the reviewer to the applicant and converted it into an administrative gate with financial consequences. Under the previous practice, an incomplete dossier generated a deficiency letter and the file stayed in the queue in a paused state. From January 2027 the same dossier is removed from the queue, the fee is forfeited, and the applicant re-enters at the back of the line with a new application and a new fee.
Substance Unchanged, Architecture Now Regulated
Because the checklist merely consolidates GN-15, GN-17 and GN-18, manufacturers should not expect new test reports or clinical evidence to be required. What is now regulated is the architecture of the dossier: section mapping, consistency of models and identifiers between the configuration list and SHARE, completeness of system-level mapping for implantable devices including accessories, and the discipline of justifying non-applicability rather than leaving a section empty. Reviewers will no longer perform this mapping on the applicant behalf.
The Section 13 Catch-All Is Closed
Filing documents in Section 13 when a dedicated section exists is expressly listed as a defect. This targets a common habit in dossiers assembled from multiple sites, where documents arrive late and are parked in Others. In practice, the accepting reviewer treats Section 13 as a residual category and does not redistribute content, so misplaced documents effectively become missing documents.
The Certification Body Footnote Deserves Separate Attention
The clarified footnote on ISO 13485 certification bodies is a substantive condition, even though the checklist does not create new technical requirements. Certificates issued by bodies that are neither accredited by a Global ACI-recognised accreditation body nor notified under the EU MDR or IVDR may no longer satisfy the quality management system evidence requirement. Because certificate status is normally confirmed at the end of dossier preparation, this point is often discovered late. It should be verified at the portfolio planning stage.
What the Transition Period Is Actually For
The three months to 31 December 2026 are not a softening of the requirement. They are the only remaining window in which an incomplete file still produces a deficiency letter instead of a rejection. Applications intended for submission in the first half of 2027 should be brought forward into this window only if the dossier is genuinely close to complete; submitting a thin file in December does not protect it, because the same file will be assessed against the same substantive standard.
Business Impact
Cost and Timeline
A returned application means a second application fee, a new queue position and a restart of the review clock. For products with fixed launch dates, distributor commitments or tender deadlines, a rejection in the first quarter of 2027 can move market entry by a full review cycle. The direct fee is rarely the largest cost; the unplanned delay usually is.
Submission Operations
Regulatory affairs teams need a pre-submission completeness control that mirrors MD-01 item by item, with named owners and sign-off before upload. Document control should adopt the SHARE Section 1 to 13 taxonomy as the master folder structure, so that section assignment is decided when a document is created rather than when it is uploaded. Placeholder documents should be prohibited by procedure, not merely discouraged by guidance.
Portfolio and Supply Chain
Manufacturers with large device families should review configuration lists and model identification before submission, since mismatches are a listed defect and are difficult to correct after upload. For implantable devices, system-level document mapping including accessories needs to be built into the technical file structure in advance. Where the ISO 13485 certificate is issued by a body outside the recognised framework, recertification lead times must be factored into the registration plan.
Local Registration and Distribution
Because the checklist is uploaded in SHARE by the registration holder, the division of responsibility between the manufacturer and the Singapore registrant should be documented contractually, including who confirms section completeness and who signs the justifications for non-applicable requirements.
